Настоящая статья преследует три цели. Во-первых, мы оцениваем фундаментальные основания экономико-социологического подхода к проблеме доверия на концептуальном и операциональном уровнях, которые развиваются в последние годы в России и за рубежом. Во-вторых, мы анализируем результаты социологических исследований в финансовом секторе экономики России на данных динамики оценки доверия населения финансовым институтам за последние шесть лет. В-третьих, мы обсуждаем эффективность финансового рынка России, которая определяется как низкой глубиной российского финансового рынка в целом, так и проблемами качественного характера, ключевые из которых: слабое доверие бизнеса к государству как регулятору; недоверие государства к населению и бизнесу; слабое доверие населения / домохозяйств к бизнесу и государству. Проблемы взаимного недоверия являются тормозом финансового развития в России; в то время как сами эти проблемы обусловлены низким качеством действующих институтов, предопределяющих плохой инвестиционный климат и низкое качество государства в целом. ; The present article pursues three goals. Firstly, we estimate the fundamental basis of economic-sociological approach to the issue of trust on the conceptual and operational levels, which have been developed in the recent years in Russia and abroad. Secondly, we analyze the results of sociological research in the financial sector of the Russian economy on data of the dynamics of the assessment of public trust in financial institutions over the past six years. Thirdly, we discuss the effectiveness of the Russian financial market, which is defined by both the lowest depth of the Russian financial market in General and the problems of qualitative character, the defining of which are: lack of businesses' trust in the government as the regulator; distrust of the government to citizens and businesses; lack of trust of the population/households to business and the government. The problems of mutual distrust are a brake on financial development in Russia, while these problems are caused by poor quality of institutions that determine poor investment climate and the poor quality of the state as a whole.

В статье представлен анализ научных источников, теоретические подходы и методологии исследования процессов новой индустриализации и сопряженного с ними социокультурного пространства как их ядра, построение методики определения текущих позиций макро-, мезо- и микроакторов, выявления их интересов и установок, примеры реальных практик и доминирующих линий экономического поведения в контексте индустриальной траектории роста Тюменской области. Представлены эмпирические, теоретические и методологические исследования новой индустриализации, ее возможностей и ограничений на примере Тюменского региона. Показаны и раскрыты проблемы и противоречия социокультурного регионального пространства, взятые в историческом, социокультурном и социоэкономическом контекстах. В данной работе подчеркивается тот факт, что институты и технологии связаны с формальными и неформальными практиками, олицетворяющими социальные нормы, неявное знание, политически и социально воспроизводящими весь спектр структурированных взаимодействий различных статусных групп и региональных элит. Феномен возрастающей отдачи от инвестиционных вложений в рамках данного исследования рассматривается как важнейшая характеристика современных социетальных и технико-технологических процессов. Внедрение новых технологий и инновационная деятельность элит рассматриваются через призму как их неопосредованного, так и опосредованного влияния на индустриальную траекторию роста Тюменского региона, представленную с точки зрения исторической, социально-экономической, структурной, культурной, политической и когнитивной укорененности ведущих представителей статусных групп (которая понимается как воспроизводства их действий, рассматриваемые с точки зрения их новых стимулов (мотивов), старых и новых социальных ценностей). ; This article presents an analysis of academic sources; theoretical approaches and methodologies of researching processes of new industrialization and adjacent social-cultural space as its core; construction of the technique for determining the current positions of macro-, meso- and microactors, revealing their interests; examples of real practices and dominating lines of economical behaviour in the context of industrial growth path of the Tyumen Region. The authors provide empirical, theoretical and methodological studies of the new industrialization, its possibilities and limitations on the example of the Tyumen Region. They disclose the problems and contradictions of the sociocultural regional space, taken in the historical, sociocultural and socioeconomic contexts. This paper emphasises the fact that institutions and technologies are associated with formal and informal practices embodying social norms, implicit knowledge, which reproduce (both politically and socially) the entire spectrum of structured interactions between groups of different status and the regional elites. The authors consider the phenomenon of increasing return on investment in the framework of this study as the most important characteristic of modern societal and technical-technological processes. They see the introduction of new technologies and the innovative activity of elites through the prism of both their direct and indirect influence on the industrial trajectory of the growth of the Tyumen Region. The latter is represented from the historical, socioeconomic, structural, cultural, political and cognitive standpoints by the types of entrenched leading representatives of status groups. The growth can also be viewed as the reproduction of their actions, embodied in terms of their new incentives (motives), of old and new social values.

В рамках современной экономико-социологической теории по версиям политико-культурного и властно-ориентированного подходов представляется анализ данных эмпирических и статистических исследований в сфере ипотеки и жилья в кризисной российской экономике. Научная проблема, решению которой посвящена статья, – это противоречия, возникающие в сфере ипотеки и жилья, рассматриваемые в терминах институциональных ловушек. С теоретической точки зрения данная проблема решается на пересечении научных подходов экономической социологии, финансового поведения, банковских решений и макроэкономики в контексте социальной укорененности экономического поведения кредиторов и заемщиков. Цель, которую авторы преследуют в статье, – постараться найти ответы на основной теоретический вопрос: почему современные денежные, ипотечные и кредитные рынки «не справляются» с задачей «стабилизации стоимости благ». Для выполнения цели решались следующие задачи: выявление сущностных, смысловых и содержательных моментов современных денежных, ипотечных и кредитных рынков, которые представляют интересные для экономической социологии типы отношений, т. к. завязаны на доверии одалживающей стороны (кредиторов) и управлении проблемой экономического поведения заемщиков. Практическая актуальность статьи обусловлена тем, что сейчас поднимаются вопросы о социальных дефолтах на ипотечных рынках, в частности, о том, что у заемщиков нет возможности платить по кредитам, о росте банкротств, о вступлении с 1 октября 2015 г. в силу закона о банкротстве физических лиц и решении вопросов урегулирования долгов несостоятельного гражданина. В статье демонстрируются «ножницы» между увеличивающимся ростом задолженности по ипотечным жилищным кредитам и стабильному количеству выдаваемых рублевых ипотечных кредитов, что означает институциональную ловушку в сфере ипотеки и жилья в кризисной российской экономике на макро-, мезо- и микроуровнях. ; The article analyses the results of empirical and statistical analysis in the sphere of mortgage and housing amid Russian slumping economy. The analysis is carried out in terms of modern economical and sociological theory using political-cultural and power-oriented approaches. The paper considers institutional traps in modern Russia taken in socioeconomic and sociocultural contexts. The scientific problem of the article is the contradictions arising in the sphere of mortgage and housing considered in terms of institutional traps (lock-in effect) which are understood as inefficient (from the public benefit point of view) social norms of self-sustaining and steady character. From the theoretical point of view, the problem is solved interdisciplinary: in terms of economic sociology, financial behavior, bank solution, and macroeconomics in the context of social embeddedness of creditors and borrowers' economic behavior. The purpose of the article is to find answers to the main theoretical question: why do modern monetary, mortgage and credit markets fail to stabilize «cost of goods». There are some interesting challenge problems: identification of the intrinsic, semantic and substantial moments of the modern monetary, mortgage and credit markets which reflect relation types as they are based on. The article's applicability is caused by the emerging problem of social defaults. It means that borrowers cannot pay on loans. The applicability is also caused by bankruptcies growth, the bankruptcy law of natural persons in Russia coming into effect since October 1, 2015, and the settlement of the insolvent citizen debts. The article shows the «scissors» of increasing debt on the mortgage housing loans and stable quantity of the issued ruble mortgage loans. It means that institutional traps in mortgage and housing work in Russian slumping economy on macro, meso and micro levels.
